Indigenous Digital Capabilites Framework
As mentioned in the previous blog, an Indigenous Digital Capabilities Framework is needed, which considers context, culture, digital competence, and digital literacy:
Diagram 1: Indigenous Digital Capabilities Framework (Kirkwood, 2020)Indigenous Ways of Being, Belonging, and Knowing are central to scoping an Indigenous Digital Capabilities Framework (Kirkwood, 2020). The context is relationships with Country and Indigenous Peoples' Data Sovereignty. A roadmap of strategies has been developed to support development of an Indigenous Digital Capacity Framework for identified locations, and socio-cultural groups.
Roadmap for Building Indigenous Digital Excellence
Did you know that in 2016, Inside Policy was instrumental in developing a Digital Excellence Roadmap Towards 2030? The roadmap was scoped as a national strategy to identify how to increase Indigenous Australians' participation in the digital economy.
Natalie Walker, Project Director, explains more about Indigenous Digital Excellence (IDX) Strategy:
In developing the Strategy, we conducted desktop data analysis of existing Strategy development work and undertook extensive consultation with key stakeholders including Indigenous digital makers, government agencies and community groups. We developed a comprehensive digital and non-digital consultation plan, including launching an IDX National Strategy consultation website and facilitating a three-day IDX Design Summit to determine the focus of the National Strategy. The Strategy was then subjected to rigorous internal and external testing.
The Strategy we developed is a sector-wide strategy with clear guiding principles, priorities and enabling practices to achieve a future where Aboriginal and Torres Strait Islanders are leaders in global digital technologies and economies. The priorities of the Strategy are social and health outcomes, culture and country, employment, entrepreneurship and education.
The full strategic document is found online at Roadmap-for-Building-indigenous-Digital-Excellence-Looking-to-2030-Web.pdf (ncie.org.au). Read more about the IDX champions and the National Centre for Indigenous Excellence and the 2016 meeting.
In 2023, I am interested to read and to learn more about the IDX Roadmap, and how it can be applied to improve social and health outcomes for Wynnum Manly Occupational Therapy. What does the IDX Roadmap mean for building frameworks for Indigenous Digital Capabilities locally? Discussions are needed across health services, cultural, and community organisations, because there is far-reaching potential impact across health, employment, entrepreneurship, and education. The GLAM sector-- Galleries, Libraries, Archives, and Museums--are central to this new learning and IDX discussion.
